District #345: Freedom City - Gifted RP

Humankind fears what it cannot understand. This fear leads to resentment which is followed by oppression. In turn those who are oppressed will always resent their oppressors.

Humans with extraordinary abilities have always been recorded in history, but it was only recently that a large surge of powered humans were noted and acknowledged. This time around, the government decided to step in. Any human being found to have powers was forcibly detained and transported to cities that were designed to contain these powered beings, effectively removing them from society. However, the paranoia of the possibility that the person next to you may or may not have powers spread. This paranoia resulted in the detainment and subsequent transportation of non-powered human beings who were suspected of being powered.

While referred to as cities, these areas are also widely known by their military designation as Districts. These Districts feign to be for the privacy and protection of powered individuals. They claim to be specially equipped to care for powered individuals. The truth behind the Districts is that they indeed equipped for powered individuals, but rather to contain and control powered individuals by force. Some powered individuals are even locked up in solitary confinement before being released to the Districts if they are found to be especially dangerous or uncooperative.

Advocate organizations, both inside and outside of these Districts, have been appealing to courts in order to change the law and ban detainment of powered individuals. At this point in time the advocate organizations have failed to change any laws, but they still persist. There are currently 400+ different Districts through out the world with roughly 100,000 individuals being detained within each city. Among those districts is District #345, more popularly known by its public name Freedom City.
